This report presents the findings of CEBC’s project examining the impact of climate change on the built environment and the role of building control in supporting resilient construction across Europe. The survey responses and follow-up information were gathered from member organisations during 2024 and 2025, representing perspectives from 23 organisations across 19 countries.

As this report is being published in 2026, many parts of Europe have again experienced a summer marked by extreme weather events, including significant wildfires, prolonged heatwaves, drought conditions and severe flooding. The increasing frequency and geographic spread of these events reinforces many of the trends identified by CEBC members throughout this project, particularly the growing encroachment of climate risks into regions where such impacts were previously less common.

The findings highlight that, while considerable progress has been made in addressing climate change mitigation through energy efficiency and carbon reduction measures, the effective adaptation of the built environment to future climate conditions remains an evolving challenge. Developing a coordinated and evidence-based response to climate adaptation, supported by modern standards, forward-looking climate data and strong collaboration between nations, regulators and industry, continues to be a key theme for CEBC and its members. The need to share knowledge, promote best practice and strengthen resilience across Europe has never been more important.
